Gathering tools refund query
My guess is no. You deleted them knowing at the time that you were losing the use of them and the loss of the money you used to buy them. Their answer in the past to someone who deleted characters with items on them is that typing the name in the delete box is the warning that you will lose everything. You can wait and see if Gaile will answer your question. She doesn’t comment on all threads but she might, to say one way or another.
Out of curiosity, why didn’t you just buy more character slots instead of deleting high level toons? They sell those in the gem store. Since you have the option to buy more character slots, you could have done that instead of deleting toons with gem store items.

A couple reasons I didn’t buy more character slots:
1) I don’t really like buying more character slots because I only usually play ele/guardian (and have multiple guardians of different races today, lol), but I had a Mesmer specifically for puzzle jumping because I fall a lot and the portals come in really handy, and the Ranger, well, I don’t go with them anymore but thought I would experiment at the time. Infinite gathering tools for those alt mules at the time made levelling faster for me, and also the convenience factor of gathering valuable items from nodes while traveling just came in really handy.

2) It would have been pointless buying another character slot on the off chance that one day things might change, and knowing I couldn’t transfer the gathering tools (at that time anyway). Furthermore, even if I did spend a hefty 800 gems for another character slot that I would most likely never use, it would probably be for storage purposes rather than actually playing another char, and I manage fine with 4 bank tabs, so I don’t ever really need additional character slots.
My guess too is that it won’t be refunded, but I might as well ask. I think the lesson here is that I should just hold on to things that might be account bound in the future. It’s just frustrating that players like myself have to keep those characters on the off chance something might change. Not to mention $100 for me is a lot IRL, so to find out I could have saved myself a lot of grief in hindsight if we were told the gathering tools would become account bound in the future… it’s just a very bitter pill to swallow, especially considering I like to support GW2 via the gem store. I must have spent over $300 by now, minimum.

I bought extra slots so I could have one of each profession, a mule for storage, an extra when it was on sale in case they ever have new professions or races, one for the occasional key running, and then one because I decided to reroll a profession but didn’t want to delete my max level toon. ^^
The ones I’m not currently playing are parked in Frostgorge for a daily ori/ancient wood run. They earn their keep that way.
That’s a good idea. I also have one slot for black lion key running (although it gets extremely tedious and I hardly ever bother with it these days XD).

The process of ascertaining your eligibility for receiving a refund involves getting in touch with Support through a ticket. They can explain the details. I don’t believe that refunding gems for items that were deleted weeks or even months ago is not a likely part of this program, but the agent will be able to provide the exact specifications of the refund program.
