Ascended rings/accessories are considered “Unique” which means only 1 can be worn at a time. Each ring/accessory has a matching partner that has a different name, they each have the same stats, but one allows for an offensive and the other allows for a defensive infusion. The only way to wear (2) would be to infuse one of them in the mystic forge, which essentially makes them two different rings.
Ascended gear and the “Unique” description are explained in the wiki and in various posts here in the forums. Unfortunately, purchasing 2 of the same is considered a user error and there is currently no way for Anet to provided a refund.
You can create a support ticket and ask about this issue, but usually Support will not replace items bought, sold, lost, salvaged, destroyed, etc. because of user error.

It is not true that support does not compensate for the unique/ ascended thing.
Try to explain to them what happened and you might get another ring in exchange. :-)
