Nicolle Rodgers was kind enough to let us know that the bug was known and a fix was in the works.

But for those of us who used the kit on our Sylvari prior to this being known and thus received a “bad” glow, should we submit a bug report in game to get it fixed?

That sounds more like you need to submit a support ticket although I doubt they can change it.
