There is not much explanation on why you believe the event is bucked. A server is missing as well. Maybe you should provide more information, if you expect this to get fixed.
I may be wrong but I think the cow launcher for the vista works just after the event there takes place.

Actually i wait for a long time and no event happen there.
The Cattlepult is no action at all,no firing,no cow coming.
Try to talk to the NPC,but nothing changed.

Tigh Skullsnatcher is supposed to go get more cattle, but he has not moved for days. The event will not happen if he does not get more cattle. This has been a problem for a couple days now.
