If Ulfred is broken then that might explain it but that is also a false assertion about too few people. What you want to do is go there when Svanir Shaman Chief is about to start. You can check https://wiki.guildwars2.com/wiki/World_boss for the timer. Arriving at the spawn time should put you into late(newly created) in most cases. This workaround is applicable to any map with a world boss.
