Problem:
The Elementalist Glyph of Elemental Power can apply the condition onto the elementalist itself when the Ele is using Dagger Main Hand and the water skill #1. If the Ele is attuned to air and uses the Glyph of Elemental Power it will apply weakness to the Ele at the same rate that it applies to an enemy target when the water skill #1 on Dagger main hand is used as the attack. All other attacks on both the scepter and dagger do not apply the condition to the Ele.
Reproduce:
1. Equip Dagger in the main hand.
2. Cast Glyph of Elemental Power in Air or Earth attunement (doesn’t apply chill as much).
3. Swap to water attunement and use skill #1 to auto attack.
4. Wait for the glyph to proc the condition (based on the glyph’s stated 25% chance to apply the condition)
Possible source of the bug:
I believe the problem with the glyph is that the water skill #1 on main hand dagger for Eles have a return component. So whenever it returns the game code sees that as an “attack” therefore it will apply a condition on the Ele even though this is not an attack because it does no damage to the Ele.

Additional tests:
The same problem applies to the fire skill #3 on scepter main hand as well. And it seems to apply the condition on return. So the source of the problem could highly be that the return is considered an “attack” .
Reproduction:
1. Equip Scepter main hand
2. Use Glyph of Elemental Power in earth or air attunement
3. Swap to fire attunement and use fire skill #3 on the scepter
