Guardian shield #5 will block projectiles for 4 seconds, but if casted during quickness, it only last 2 seconds, which limits the ability’s utility.

It might just be an animation thing – animations are sped up by quickness but the effect should persist. The only other issue is things like focused renewal which give you an effect while channeling for which the channel time is reduced by quickness.
