isn`t always spawning, on underworld server. The instigator*

I`ve had it not appear twice today so far & seen few more on chat with the same bug.

I asume you mean the chest after http://wiki.guildwars2.com/wiki/Defeat_the_riot-instigating_settler ??

Given the fact that it provides you with two random gear-items that are like a world chest reward, I suspect it is on a cooldown. Does it spawns for nobody as well or just not for you??

There is no cooldown. But you have to do a certain amount of damage on the champ in order to get credit for the chest. There is also a certain amount of damage needed to get credit for looting the champ as well.

If you’re late to the event and come in at the end trying to hit it for credit, you will sometimes get nothing even if you get a gold medal on the event.

I`d definitely been there long enough to damage it enough.
The last one I just did, it was all of 5%hp when I got there, hit it a few times with 1 necro staff spam & chest dropped, so something is buggish.

Still happening, happened twice in a row today & others on server have said similar.
