I know that Chapter 4 was not added in with the living story complete pack due to buying limit, but when I try to buy it individually from the story list for 200 gems I get a network error displayed.

Is chapter 4 not unlockable to people late to the release? Even with using gems, or is this a bug.

Chapter 4 IS included in the complete pack. The only time a chapter isn’t listed in the complete pack is when you already have that chapter unlocked.

well I bought the season 2 complete pack, it even said that the chapter 4 wasn’t included along with chapter 1. The only story I was present for was chapter 1.

You’re absolutely sure you don’t already have chapter 4 unlocked? Because when I go to buy it on my newer account, it has every chapter available in the bundle (because I have none of them unlocked).
