It seems like there’s a bug with the North Wind Specialization Collection. For other classes, there is a slot for the item you get for completely unlocking your elite specialization, but in the North Wind that has been replaced by a second Machined Warhorn. The hint in the tooltip, however, still recommends completing your elite specialization (which, since it didn’t give a Machined Warhorn, didn’t complete the slot).
