Quetzal are the jungle tribe of Tengu, as Itzel and Nuhoch are jungle tribes of Hylek. Just kill Quetzel (they are mostly on the mid-eastern side of Auric Basin) to get the drop.

In the wiki on the “Bo (achievement)” it says “Silencing Down Feather Drops from hostile Tengu in Auric Basin” but once you click on the Silencing Down Feather to bring yourself to its page, it says “Dropped by Quetzal in Auric Basin.”
