Story stuck on "Awakening"

My story seems to be stuck on Awakening, the Sylvari story mission. I made a new character and I used the scroll thing to make it level 20, then did the story a little bit, I then relogged the next day and the story was stuck on Awakening. The current objective was “Talk to Mender Aviala” which was greyed out and had a check mark next to it. There was nothing below it and there was no marker on the map. I checked the mailbox and there was no mail relating to the story, I also made sure I wasn’t on the living world story mode. I am also higher than the required level for the mission, and I also tried restarting GW2

This same thing has happened to me. My sylvari was made before the patch and I started the story step by talking to Aviala. I did not continue the story at that time.

Now, the content guide says to talk to Aviala. When I talk to her, she asks if I have completed the next step yet. My story journal says I have talked to her but there is no next step listed. When I go to where the story instance used to be, there is no quest marker and no option to enter an instance.

Like OP, my sylvari was higher than the recommended level when I returned to the personal story but she is not able to do living story content.
