I’m at work right now, so I can’t try to get screenshots, although I do not believe you would really be able to see my issue.
I am able to run the game with pretty much every setting on medium and it runs very smoothly with lush and vivid visuals. but when I enter this zone everything is very very blurry and it feels like my frame rate is slightly diminished.
It should also be noted that any story missions I do in the area are NOT effected by this issue. the graphics are what I am use to while in any other part of the game, but only when in the story mission instance.
I will have to check more, but I also believe the issue is not present on the outskirts of the map.
