Utility Slots 2 and 3 Bugged
If you gain levels, it might correct itself. That’s what it did to me. I gained a few levels and I was able to switch skills again.
Mine are bugged as well. I’ve leveled a few times, too! For it’s Utility slot 2. I can change out #1 just fine!
This is because you are not yet of level to have those slots unlocked in the new system. In the new system, utility #1 unlocks at 13, utility #2 unlocks at 24, utility #3 unlocks at 35. Before the patch, you had unlocked those slots in the old system, and put skills in them. Now they are “locked” again, but still have the skills you slotted before. Count yourselves lucky, most characters at that level don’t even have the one unchanging skill in those slots!
A workaround for this is to pick up an item that replaces your weapon skills, and changing via your Hero screen.
Shame I can’t do the stories under the recommended levels now, they were a real challenge that way! Tried changing through the hero screen, no joy. 7.03 lvs isn’t too much work though to ‘fix’ slot 9.
Another workaround is to take advantage of the fact that skills will switch places if you equip one you already have on your bar. So, change the skill in slot 7 to the one you want to have in slot 9. Then, change the skill in slot 7 again, to the one that is currently in slot 9. They’ll switch places, so the one you set in the first step will now be in slot 9. (You can, of course, do the same thing to set the skill in slot 8.)
