Virtue Recharge Broken
30 points in Virtues does not give a 30% recharge reduction. It gives a 30% increase in recharge rate. It is not the same.
30 points would give 23/46/69s recharge for justice, resolve and courage.

I wonder what the math and reasoning is behind this.

60/1.3 = 46.15
30/1.3 = 23.07
