The scouts aren’t offering a glider for the white wings like they are for the black wing set.

Remove your back item, then put it back on, and talk to them again.

Be sure you are wearing the white wings; they are visible on your character when you talk to the scout. They will give you the glider item to activate.

same here with the black one,(used the white first, and got it)
