Can't log In + Serial Code
You do not need to provide the code if you haven’t got it. There are other ways to establish the account is yours. So leave blank what you can’t answer.
But, just for the heck of it, did you check your browser tools for your password (might be saved there)? And are you using your email address to log in? Cause your account name won’t work.
(my “hard copy” came without disks or manual, just a piece of cardboard with the serial)
when I try to submit a ticket it won’t submit because I don’t have the serial code.
I know my password. I logged into these forums using that password. When I tried to log into the game the same password wouldn’t work. When I tried to log back into the forums again, the password wouldn’t work.
Luckily I had the forums up on another tab (chrome), so I can use the forums. I can’t log into the forums now on any other tab.
There is a bug on some devices that cause the game’s password to fail if you use the device to log onto the forums. For example, I can’t use my iPad with the iOS update 7.0.2 to log onto the forums, I have to use my original iPad with an older iOS. When I use my new iPad, the game’s password is forgotten and I have to reset it.
It seems to be mostly Apple devices that are doing this but there have been a couple of reports from people using other devices also.
The serial code shouldn’t be needed to make a ticket. By going to top of page-support, then top of page-submit a request, you should be able to make a ticket from there. If you don’t know your serial code, try putting in unknown there instead of leaving it blank.

A few people have posted that the support tickets won’t accept a blank space in the serial code entry. It seems you must put something in that area. Seems like a bit of a bug.
If all else fails, you can always contact CS by sending an email to support@guildwars2.com
Good luck.
