I spoke to a few people and it looks like this is a problem with the beta version of Windows. I"m glad you found a work around, for anyone else reading some other of our customers also were able to pop into windowed mode (Alt+Enter) and set his refresh rate of his game to 144Hz, the max allowed by his monitor, and was able to run with no further issues.

From what I have seen with this, it only affects NVidia hardware. This does happen on my GTX1060, but not on any of my GCN based AMD cards (7790, 290, 390x, FuryX)
So its probably something with the game code and Nvidia Driver settings then anything else.
Laptop: M6600 – 2720QM, AMD HD6970M, 32GB 1600CL9 RAM, Arc100 480GB SSD
I have 64bit Win10 16XXX w/a geforce 760 on 376.33 drivers and I’m not on compat mode. Though I did notice today on some of the map loading screens that there was a little flickering, but the maps themselves seemed to load a little faster. Strange.
It also affects AMD. I have a rx 480 and I have the same issue, yet compatibility doesn’t work. I’m forced to play in windowed fullscreen.
Btw, now that Tic Tac Toe you mention it, I’ve experienced the flickering since I upgraded to W10.
