Q:
Tonight, there were a bunch of AFKers on three different SW maps on the NA megaserver. These players were purposely parking their characters at the forts and other SW events with the intention scaling up events and causing the map to fail. Worse, these players clogged the maps so the active players couldn’t taxi new people in.
I didn’t see an option for reporting AFKers in Player Conduct Report window. Should I just report them as bots? Should I take a screenshot or video and send it to support? How do I report stuff like this?

Being AFK in PvE areas is not a reportable offense.
If you think they are using a bot or something to stay logged in, you can report that. But being ask and them moving themselves isn’t a reportable offense. People can go afk for a number of reasons (waiting on a guild event, bathroom, food, etc) and just manually move their character to stay logged in.

The situation I’m describing is similar to Battle for Lion’s Arch, where AFKers stayed on the map with the goal of getting free loot. The players I saw last night stayed in large groups within the events circles, tagged the enemies once, then went AFK. During one VW run, the trolls tagged the Mangler champ once, then moved to the side, leaving myself and a handful of active players to burn down the champ ourselves. When the champ treasure box appears, then the former AFKers go pick up their (mostly free) loot.
The frustrating part is that these AFKers scale up the events which makes it harder on everyone who wants to play legit.
I can’t tell if someone is botting or not. I don’t know if these guys actions are the result of botting. What I do know is that these players are being griefers and trolls.
EDIT: I do know for a fact that Anet cracked down on AFKers during Battle for Lion’s Arch (Living Story Season 1). I’d love to report the guys who are AFKing in SW, but I need to know which option to select or if I have to catch these guys on video to report them.

that sounds like bot’g activity to me … but if someone is afk and bot’g, then there’s really no benefit to hitting the boss once and stepping aside. If they’re afk and bot is running, why not just dps the boss and pick up loot.
So, I don’t know if they’re bot’g or not. It’s kind of boring to sit there on your char and then hit the boss and stand around idle while others are struggling to kill champ watching the whole thing just dragging on.
It sounds like a very frustrating situation for you.

ANet places them there just to make those people happy that always want more
challenge .. so be thankful for them ^^
