You will need to contact support at https://help.guildwars2.com/anonymous_requests/new and make a ticket. They will require you to prove ownership by answering questions and then they will send your a change password link.

Unless there has been a recent policy change, the above quoted is not exactly true…..there is a way to get a password change with NO verification.

You should be able to change your password if you simply go to the Account Recovery page, once you log in. Which, if you’re in the forums, should be all you need. Head to “My Account” in the section below your Display Name on this page, and you will be able to make the change.
If you cannot log in, then a support ticket will be required.
