Ticket - Someone boasting of rule breaking

I am trying to find out where to report this. I see no appropriate place in the forums, support or on ways to report people (what the player is doing doesn’t fit any of the options). Someone in chat is boasting about committing an unusually serious violation. I do not know if he is joking around, but if he is really doing that it needs to stop ASAP. I have a screenshot with what he was saying and the local time he said it. Where do I report this?

If you do submit a ticket, it would be very helpful if you would write out the entire name and/or display name of the character, since we do not have a means to accept screenshots at this time. Please offer:

Name of offending character
Display name of offending character (if known)
Date
Time and time zone
Game world
Content of comments

These details will allow our agent to pull “game logs” for the period around which the comments were made, thereby providing them with a means of determining what was said and whether it involved an infraction.
