i7 1080gtx SSD Still bad performance?
What version graphics drivers are you using?
Is your card running at 16x? You could try re-seating your GPU.

The loading time is a bit long but 30-45FPS in LA sounds about right

Latest version is 373.06 – you can check in the nvidia control panel (should be an icon down in your taskbar by the clock – might be hidden from view).
Quite a few people seem to be having issue with the 10 series cards and some games. I had freezing / stuttering issues with my 1070, but the latest release fixed it. Seems a lot of issues are related to win10 and the anniversary update. What OS are you using – Win 7 or Win10?
If you don’t have that version I’d definitely try them. You can always go back and install older drivers.

GW2 runs more on CPU than GPU. Having the 1080 will give you perfect GPU related performance, but that won’t be enough to get more than the 30-45 frames in LA.
If GW2 is installed on an SSD hard drive that will speed things up. LA will still probably take a lot of time to load relative to other areas.
Unfortunately, gw2 is limited to CPU performance because it only makes use of 2-3 threads.This means that the speed of your CPU and not the number of cores determines your overall performance. This is assuming your other components are enough not to throttle the system in other ways, but I can guarantee your CPU is the throttling factor here. I have a similar system to you and get similar fps in LA. The only thing you can really do would be to overclock your CPU. After over clocking mine from 3.6 to 4.5, I got a few more frames consistently.
I dunno about this CPU limitation. At least not in the cities. I ran a Pentium G3258 @ 4.4 GHz with a Radeon HD6950 and got about 20FPS in LA. When I got a new rig with an i5 6600k, I stuck the HD6950 in it while I was waiting for my new graphics card to arrive, and the frame rate remained exactly the same. When I put my new GTX 970 card in there, then the framerate increased by a factor of 2.5×.

I run the game on Ultra Settings, and I get around 80-100 and above FPS.
I would suggest you to download Geforce Experience, update you’re drivers with the Geforce Experience program, it will probably help.
