Guild Wars 2

In a lot of games there is a way to turn down things like effects; spell intensity for example.
Is there a way to do that in GW2 or out of it, via graphics card control panel?
All I know is that my computer has a big issue with snow blizzards, and my eyes can’t really handle it either.

Besides the ‘animation’ setting in graphic options menu, there isn’t anything specifically on spell fx.
