When the game was released, I was able to run on med-high graphics with an average of 45fps in all zones (WvW was a little lower). Since release, I have upgraded my hardware and handed my old parts to my girlfriend. With the exception of her motherboard and HDD, she is using the exact setup I used on launch, however she is only able to get a MAXIMUM of 15fps, regardless of what graphical setting it’s on. I have read that limits regardless of settings are typically a CPU bottleneck, but I was able to run fine with the one she is using. Any suggestions? (I am willing to buy new parts if i have to, but only if it’s the only option)

Sounds lik a pci e buss speed issue, confirm with gpuz while the game is running in windowed mode. Check your bios and windows settings.

Set FPS limiter to none

When i limit my fps to either 30 or 60 sometimes the game refuses to give me more than 15/45 fps respectively

Restart the game after you remove the limitation and it should be fine

If this does not fix the issue make sure your motherboard is not configured to save energy at the expense of cpu performance.
Check both the bios and the software Asus AI Suite (in case you installed it)

Turns out the power settings were on balanced in the control panel, I never bothered to check that because it’s a desktop. Thank you so much for the reply, I can now get on with playing my own character instead of fiddling with this!
