WvW ranking and n00bs
All opponents will knock you down at first, there’s a learning curve for sure.
However: Scoring is by total objectives held throughout the week and matches run 24/7, so top tier (very broadly speaking) just means highest off-hours coverage (highest total coverage in general). NA/EU prime times tend to be active on all worlds, the lowest ranked will definitely have less though. OCX/SEA time zones can be very erratically populated, some worlds have a disproportionate presence in these times so if that’s when you play, check out the top tier servers or you won’t see much action.
Lower worlds have very skilled players and noobs, same with high tier worlds. Higher tier is just bigger groups and more consistent PvP opportunities.
Whichever world you choose, find a good guild that does WvW to show you the ropes and help you learn the things. Lots on most worlds.
Avoid “tier 2” NA at the moment though, a couple of those worlds are pretty much imploding and there are likely not going to be much for good fights there until they settle in rankings (might take weeks/months).
It’s all a matter of manpower and coverage: how many hours of the day does your team has the highest man power, and times with few people are more decisive than times with more people.
So the ranking http://mos.millenium.org/eu/matchups more or less reflects how many people are playing and how many people are playing at unusual times.
If you want to be mostly alone go to lower ranked servers, if you want to be part of a large group go to higher ranked server.
Another criteria is: how is the balance around your world? If the worlds around you are far better or far worser you will face a lot of imbalanced matches. If they are closer you will face a lot of thrilling matches.
No idea for NA for EU I would recommend rank 4-9. All 6 server are quite balanced, but you clearly loose vs 1-3.

or do I want to avoid those highly ranked worlds because their highly ranked opponents will knock me around?
World ranks have nothing to do with player skill. They could have zerged it all, and run like headless chickens when caught alone. (most of the time that’s true)
