The pile of silvers/veterans is totally beatable. You need to grab the group and then run back along the cave tunnels. Share enemies or set traps. Eventually some of them will turn around and some will stay, so you’ll be able to thin the herd by repeating this method.
Edit: I just realized you listed it as a karma recipe. So now I’ve got to find it!
It’s super low level, so it’s probably not even worth your waypoint silver.
Do you have level 80 armor and level 80 weapons?
Have you tried using any of the guardian skills that give you protection?
Also, specing vitality only makes you harder to kill with conditions and damage-over-time skills. Try specing toughness instead for resistance to flat damage attacks.
Is it in fact possible to craft any aqua breathers/helmets? If so, what, how and where do you get the recipes?
As an armorsmith, I’ve found just one karma recipe to make a low level one:

Does anyone know where to get rare or exotic level 80 aqua breathers? The best I’ve been able to find is a level 80 green breather from a vendor in Cursed Shore. Can players make exotic breathers?
@OP: Your issue sounds like a soulbound one as Karew said, but I had a major rune of the monk that would only let me use it on my gloves (when almost all of my armor had unused upgrade slots).. any idea if higher level runes can only be applied to certain levels of gear or something?
Major Runes of the Monk require level 30 to use. You can only put them in armor that is level 30 or higher.
Signet of Mercy has an ambiguous tooltip. It only revives downed players, not dead/defeated players.
Perfect Inscriptions does work, AFAIK. Check your Healing stat when you have Signet of Mercy equipped and you turn the trait on and off. For signets that give a passive attribute bonus, the amount is increased by 20%. It would be nice if they had the tooltips change, as you said.

All Runes of the Monk are soulbound. Does it say “Soulbound” on the tooltip when you mouse over it?
This is intended. Disconnecting, changing map (like going back to town, other area), and dying (but not just going into downed) all reset the progress. Using waypoints that lie on the same map is fine.
You have to get 100,000 experience in ONE GO IN THE SAME ZONE.
I suggest crafting, events, or finding mobs that haven’t died in a while.
