Class natural speeds based on armor weight.
This is an area where for me, fun trumps realism. The base character movement rate feels so darn slow compared to what you get once that first +25% (or even +15%) kicks in, I absolutely would not want my character moving even slower just from having Heavy Armor. If anything they should make sure every class has the +25% passive speed increase an an option.

I think that more than base movement speed, I’d rather make it affect dodge distance. Someone with lighter armour can throw themselves further than someone with lighter armour.
Heavy: Roughly 33% less distance covered than now.
Light: Roughly 50% more distance covered than now.
