Are the eyes like that the entire time? Because to me it looks like he is just blinking.

Most of the time. Like, 85% of the cut-scene. When he blinks, his eyes still move when they’re like that. They only time he’s not doing that with his eyes appears to be when he’s not angry or slightly agitated. Even when he’s just standing there listening to others, his eyes are shut.
I’ve had a similair problem ones, the eyelids of my character where all messed up. I fixed it by rerolling the character (it was a new character so I was ok with rerolling it).
