Why is the Inquest allowed a recruiting station on Rata Sum? I was exploring the city earlier and they have this huge place filled with recruiters. Aren’t they equivalent to a criminal corporate entity?
Their methods are highly disliked by most Asura, but the Arcane Council, the main decisionmakers of Rata Sum, tolerate their presence because despite their immoral methods, they bring genius and results that the Asura would not get otherwise. One of the Councilors actually is Inquest personnel.
Councilor Yahk is a nice, respectable young gentleman
Inquest is just another krewe. A very large krewe. A large and wealthy krewe. A large and wealthy krewe that is working on a project that the Arcane Council wants kept secret from civilians and from other krewes, one that the Arcane Council thinks can’t be done while paying attention to distractions like law or morality. Inquest is just another large, wealthy, and important krewe that just happens to have no compunctions whatsoever about bribing, blackmailing, or assassinating politicians.
It’s a similar situation with the Sons of Svanir in Hoelbrak: Nobody really likes them, but they are tolerated until they (as an individual, not as a group) break the law. You can’t kill someone just because they are part of the wrong krewe/worship the wrong spirit of nature.
Also the Asura have a very unique system of law and order. In one story quest at the very beginning when i believe the inquest have stolen something of yours Zojja recommends you go into the Inquest base, beat them up/destroy their stuff and take back your invention “before it becomes illegal”.
Made me think the Asura have a “Alls fair in love and war” when it comes to Krewes and inventions. This may explain why they have the Inquest so close to home, they just have different laws and definitions for what constitutes criminal action.

The Inquest are also developing ways to fight the dragons. Their methods are simply immoral while they are doing them.
Ever wondered why they are in Orr? Yeah, they actually are trying to fight the dragons also because dragons are bad for them too.
Its a bit shady.
Think about it though, out of all the bad guys, they are the most concerned with fighting the dragon yet they are also the biggest threat to everyone else. They have what amounts to magical nukes after all…
Why don’t the charr and Inquest use their respective nukes such as seering and magibombs on Orr?
The story would be boring if we were realistic about this. Haha.

Because they’re basically a very large, abnormal* krewe that yields high results for relevantly low cost, and the council finds that an ‘attractive’ thing about the Inquest. Iirc, there’s actually a line where one of the councilors basically says as much, though it’s phrased closer to ‘When you can…’.
*Abnormal in the sense that they don’t break up and go their separate ways once they finish a project.

Well, you can’t in Rata Sum – you can in real life if they declare your organisation to be an illegal cult or terrorist cell, then you’ll likely get assassinated by a predator drone regardless whether you have ever been involved in something.

In the mursaat path in arah explore, the inquest are trying to find out how they managed to remove themselves from tyria when the dragon’s first rose up, so they themselves can do the same.
