I stop reading at the new virtue.
Do you realize its 100% OP ?
First guard will be at max speed out of battle like ever
And once in fight, if they have their virtue up, they’ll be able to get 33% from virtue + 33% from swifness => +66% buff speed while in combat, so the guard will be able to run at max speed while beeing in combat ?
Do you realise by the way that on the other side, your grand master trait is totaly underpowered ? ^^

I think I have to explain the virtue a bit more: lets say you have VoP and 2 other virtues on passive —> youll get 33% movementspeed. If you now activate VoP (for the aoe vigor) youll loose your movement speed.
Lets say you have VoP and 1 other virtue on passive --> 22% movementspeed.
Btw +movement speed is capped at 33% ingame, so having VoP +2 virtues on passive + swiftness wouldnt give you 66%^^

it would, cause it isnt the buff which is capped but the max speed. The max speed is the out of battle one +33%. Once you enter battle, your speed is reduce, it does mean that a bonus higher than 33% wont be wasted

Movement speed boosts never stack with each other.
Swift Moa Feathers being boosted to 25% would be enough for me :P
Guardian is only slow because you’re PvPing – and even then Judge’s intervention is great for speed, as is greatsword 3.
Meditations have no swiftness, but in WvW Guardians with staff, Save Yourselves and sometimes Retreat have no such speed problems.

what about the lack of soft cc?

This is a bad idea.
Notice for every other profession, the passive movement is max at 25%. They are either a utility (signet) you have to slot or a trait you have to select. It is always a trade off. Putting it a virtue will make it available always, there is no trade off to that.
Guardian also don’t really need the speed boost. When I was playing guardian, I never felt slow. There are a lot of gap closer, swiftness boons. And if you really want the passive 25%, you can always get traveler or speed rune.
Soft CC on the other hand should be made available to Guardian a bit more, but probably not another virtue. I would say on a weapon or trait.

I play guardian at higher level tPvP often fighting teams that are top 10-30 in the leaderboards for some mysterious reason and I find that while knowing the class and timing your skills can compensate for mobility or inability to snare reliably to some extent, the actual complete lack of soft CC – cripple, chill – for a 90% pure melee class is rather significant. Note how every class in the game has access to a form of soft CC on a multitude of weapons/utilities, but the guardian hasn’t.
You can argue L2P all you like, versus a skilled engineer or spirit ranger, that makes duelling nearly impossible because they have very good mobility and the guardian can only catch up with them so many times. In most cases, it turns into a battle of attrition due to how those builds – and other similar builds – work and the guardian will lose in 80% of all cases simply due to lack of soft CC.

I understand what you mean. I too struggled against good Ranger who constantly apply poison, cripple, immobilize, and chill. I use GS and Hammer, and the only leap I have is affected by most of those conditions.
However, I don’t think that is an enough reason to add more soft CC to guardian; since that’s just a minor case. Most other cases, I’m very happy with my Guardian.
I think of it this way: As a Guardian, I don’t ever recall being killed by a thief in a 1v1 situation. Does thief deserve more damage? Aren’t there already people who think thief is OP or something?

If you want to duel no problem , I will not add you just come to a custom duel arena. I didn’t call anybody a scrub but again asking for buffs on top tier class makes no sense. Every team has a bunker guardian, if the same guardian could spam CC while being mobile, I don’t see how it would be even possible to kill him

This doesn’t make any sense.
For a very long time, bunker guardian has gravitated around the same builds (0/5/30/30/5 or 0/0/10/30/30), which have proven to be top tier and absolutely don’t deserve any buff.
I can’t see a reason, however, to not provide buffs / additional options on other underused traitlines/weapons. A source of soft CC on, lets say, 20 Zeal, would hardly have any effect over current bunker builds.
I’d rather see a new ranged weapon.

I actually liked the change to Glacial Heart. You can keep everything else.
Suggestion(s) for problem 2:
Glacial Heart: Virtue of Justice now chills instead of burning.
I’d love this as a Valor grand master trait.
it’s probably better as a Zeal Grandmaster instead because Valor has very good Grandmasters that emphasizes more on survival than CC. Zeal should be the tree line that has all the CC such as cripple on symbol or Chill on Burn
keep in mind the % numbers for the new virtue arent set in stone, you could change it to 5% etc.
