Why just why anet… why u make 20 posibles builds and just 2 or 3 for pvp?? Why?

For example necromancer: u can go with minions build or power necro and…. just that?

And why is so hard play with necro and too easy with mesmer, why the dificulty is to high to beat one particular build of mesmer or warrior, making you loss the 75% of times if u have no range (agaist warrior), or when the mesmer have more range u loss the 75% instead and the worst part… they can just dodge your forms and run away or block you all attacks hiding.
Well i play just necro (the 0.25% i play with mesmer) since the beta and is truly dificult to beat well prepared 1v1 builds, when they just spam you his skills cose u have no dodge skills or endurance regeneration.
