I really don't get it
There are plenty of other very viable rune sets to choose from if your class does not have a low cd elite or heal skill!
10 second cooldown is originally because engineer’s medkit could be equipped and unequipped for instant rune procs. Ten seconds means the short heals are still able to proc the rune on CD while medkits not.
45 is for similar reasons, so the runes can be used on most elite’s cooldowns but cannot be used more than that.
Are you guys srs?
Of course other builds could use other sigils, but the point is
they have less choice!
And 45sec is very far from most elites CD:
Guard and mesmer shortest is 90sec, engi 105sec and ranger and ele is 120. Good math pal.
There are so many places that just call for a simple balance fix but the devs always seems to choose the other way…

1. Why sigils with “on heal” skills have 10sec CD?
– the shortest heal possible is 12sec anyway
– it limits all these sigils for very certain builds that have a viable short CD heal skill (thievs, engies) making them stronger while making other builds weaker.

simple it is for mantra of recovery and healing’s turret ability.
I think he’s advocating longer CD with a greater effect. That way builds with longer CD skills can make good use of them as well.
My thought would be to scale the effect based either on the CD of the triggering skill or how long it’s been since the triggering skill has been used. That would make things much more interesting.

Some rune sets proc on block, or heal while scaling off healing power, or increase condi durations even though some professions have rather low condi durations while others have high. It doesn’t mean we should nerf everything because some classes can use certain runes better. I mean we have a rune set that works off signet use, does that mean give engineer signets?

– only 3 elite skills in the whole game have this short CD (or less).
Again making these builds stronger (warrior,necro , thief) while all others weaker.
Mantra of recovery is faster than 15 seconds. You already know there are faster elites.
In general, since you can’t SEE the cooldown on these, they want it short enough it doesnt’ matter.
