Are you actually basing the quality of a class off of its utility skills?

They are, but they no longer warrant the esteemed position they once held.
For example, Portal was nerfed from 60s to 90s CD for WvW reasons (despite the CD being way too long for any sensible usage in PvE as it was), but then the culling changes made the main portal bombing a non-issue. So now we kept the 90s CD for what? For golem rush reasons? Really? Just for that, the whole skill is nerfed? Make it go on a 90s CD when transporting a golem only, then.
Same with Time Warp, it used to be a very very strong skill on a very lengthy CD. Now it’s only a strong skill, but still on the same CD. It no longer feels a gamechanger worthy of a 210s CD at all. Elite skills across the board are way too weak in the game right now, not feeling elite-ish at all.
The few exceptions are swiftly nerfed instead of being used as a model. And mind you, some of those are quite well-designed.
Example Lich Form. Extremely easy to dodge, well-telegraphed, giant target marker. However, in a team situation if someone keeps your target in place you provide an unmatched amount of raw burst damage, the game’s artillery-form. Just, you need that support or the enemy will trivially dodge it and probably strip your stability and CC you.
Example pre-nerf Time Warp. Very strong, 5 people doing things twice as fast. Targets can switch so coverage is really good. Also a combo field, which is usually quite advantageous, Chaos Armour isn’t so bad a combo effect. Only, it’s static and placed on the ground. You need a situation where the enemy cannot disengage from the spot, or it’s largely a waste.
These are the model skills all elites should be measured on. Not nerfed. Why do Elites have to be so weak that I wish for a fourth utility slot on all my characters instead? Including Mesmer mind you, because for how strong TW and MI can rarely be, a fourth utility would be much more reliable, shorter CD, nearly the same per-use power. Just more useful all around.
