Necros forced into melee range
Use your massive amounts of chill and cripple with condition removals to kite. If you are any good at basic combos kill someone that isn’t using 3 stun breaks with one Terror fear chain and if they do have 3 stun breaks whittle them away since they don’t have any condition removal with those stun breaks.
i see this mostly as a design flaw . axe , dagger , death shroud , warhorn , scepter are all within melee range , why design a class such as the necromancer be forced into close combat ?
Scepter, axe, ds melee range?
Last time i checked axe was 600, scepter 900 and ds 1200 range (most effective 600 through).
I don’t see it as a major problem until you run into a warrior and their various immunities.

It’s also thematic. Necromancers in Guild Wars are practitioners of Aggression magic. Ideally, they do the best in the thick of the fray, especially far more than elementalists (Destruction magic) and Mesmers (Denial magic).
