[OMGWTF] Mesmers get another buff on AA...?
Yes, Illusionary Elasticity is a huge buff. No, people don’t care as much because everyone thought that’s how the trait should operate anyway.
Getting something to “work correctly” may end up being a buff, but that still doesn’t generate the hate because it is, essentially, a bugfix.

But it’s gonna be so crazy good. Every staff mesmer will now go 4 in illusions.
And yes it was a bug fix, but also a buff because it will raise DPS by over 50%.
This trait used to work with clones. It has been broken for a while now and was intended to be fixed in April.
When it did work it was not a big deal and still prob won’t be. Tho I admit that was in a time before the influx of PU Mesmers.

[EDIT] Wanted to rephrase my comment to better emphasize my point.
The reason the Scepter changes are so up in arms is because the Scepter can generate clones on its AA. And then these clones will all be applying torment on their AA.
The staff however takes a little longer to generate clones. Staff generates a clone on the #2 skill – Phase Retreat and it has a 10 second cooldown. So you won’t see the clone generation with staff that you can with Scepter. So although IE does buff the staff clones.. you won’t see the “application” that you will with the scepter clones.

3 points into illusions is IC
Phase retreat now has roughly a 6s CD
add in 4 to Chaos for Chaotic Damping
Phase Retreat now takes only 4 seconds to recharge
thats .1s longer than the scepter AA chain
Staff can generate clones just as quickly, when its built for. and its not hard to build for it and drop BI or MoA.

IC and Chaotic Dampening combine only to make Phase Retreat a 6 second recharge. Scepter can spit out clones every 2 seconds (un-traited).

You are correct about the AA chain. It takes longer than the 1/2 +1/2 + 1s the tooltips states due to projectile time.
You are wrong about IC + CD though. It goes to 6 seconds (cooldown appears kitten seconds at start due to whole numbers only being shown.)

This is correct. IC + CD provides a 40% decrease in the cooldown of Phase Retreat.
Phase Retreat has an untraited cooldown of 10s.
You can double trait it to get 40% cooldown reduction.
6s is the shortest possible cooldown.

I agree that projectile time does slow down the clone creation for scepter. But since that is variable depending upon distance from the target. So for comparison, I stated what is in the wiki.
