Does anyone know if the conditions that you transfer with Sigil of Generosity scale off of your own condition damage, or the condition damage of the person who applied the condition to you?

they use the condition damage of whoever put the condition on you (eg the damage you were taking).

A more important question is will the recipe be available come xmas this year?

Its flipping 75g on the Tp, I bet it will Just for Economic reasons.
75g for a single sigil is insane, though it would take a week maybe more for any player that is on and off to gain that amount of gold. (excluding Dungeon runners/speed runs)
it would still require a lot of dungeon runs to get that amount too though.

interesting. i always thought the sigil works similar to arcane thievery and plague signet.

I really hope they bring it back again this year & possibly make it a crafted sigil like the ones from other annual events.

Having it be a random drop from bags that only drop once per year makes it insanely rare.
