When was the last balance patch?
December 10th, 2013. Balance patches seem to be on a quarterly basis, unfortunately.

I remember back in the day with Age of Conan and the slow balance patches there … the gem stacking comes to mind. Many people quit because it took them 4-5 months to fix an obviously broken mechanic.
Think I’ll boycout gem purchases.
Too long, splitting features/balance from LS is a mistake and I hope it will be reevaluated.
this is even worse when we were told that they want to do small changes and see how the meta shacks out, well small changes every three months is a long wait.

This. Revenue from the gem store doesn’t actually support ANet in any meaningful way. They get a fixed budget they have to work with. If the gem store does well, NCSoft sees it as ANet doing fine with what they’re given, and no additional revenue is given. If it does poorly, NCSoft just pulls the plug just like they did with City of Heroes.
Gem store money goes to fund other games, like Wildstar.
To answer the OP question...
Balance is still out of wack. Culling is mostly fixed minus the input lag in ZvZ, normally experienced in T1 and T2. They are nerfing direct damage when condition damage is still weak(and still will be) in PvE but superior in sPvP and WvW. Don’t worry though! They are still providing their mediocre Living Story every 2-3 weeks to keep the PvE players somewhat satisfied. Makes you question the title of the game.
