I don’t understand why the classes ele-war-engi-mesmer can do 18+k damage in 1 second
while:
thief-necro-renger-guardian, do 18k damage in 5-8 seconds.

At least on eles, and necros, he’s completely accurate. There are videos floating around of 22k bursts done in less than 2 seconds from an ele. In Heart of the Mists, no less (so no PvE runes, armor, sigils, food, etc.)
The other 6 classes…not so much.
Actually all 8 can do that much in a second if they spec specifically for it, even though some of those specs are completely gimmicks while others are actually viable builds.

I don’t think necro can hit 18k in 1 second, even with 25 stacks of might and 25 stacks of vulnerability. The class was specifically designed to lack burst. It still has some, but I highly doubt it can hit that degree.
Unless you mean 18k total damage, and not to one target. Because against 5 foes, I can totally see 18k total happening easy on a necro.

Errr, not for the ranger. I can think of just one ranger build with high numbers. And this build requires a norn elite. Furthermore it’s just one hit with 40secs cd. So it’s a hit-n-miss gamble. Otherwise the ranger can just outsustain his enemy.

You can still do it with an SD burst spec, although it doesn’t really all occur in one second. More like 2-3 seconds, but the opponent is often CC’ed during that time.
But thieves and guardians most assuredly have very high spike potential if they build for it. I think rangers can do some path of scars thing that can be kind of like a spike, and nothing comes to mind for necros.
The thing the OP isn’t considering is that it’s not always about burst damage. A lot of those high burst builds need to sacrifice a lot of stuff to be able to do that, meaning they aren’t equipped to handle other, possibly more common situations.
Some of them are rather gimmicky as well, meaning they’re can be countered without too much difficulty, and then they will not be well built for the rest of the fight. In some cases, it’s just a matter of blocking a few attacks or using a single stun breaker/condi cleanse.

Norn elites has 240 second cooldown. And its a cheese build without any use except trolling in WvW.
In PvP, rangers have been able to crit for 37k with Maul (Greatsword 2). Ive posted the screens of that several times. You can easily hit 20k with a few might stacks and full zerker, if running signets. The cooldown for these bursts are merely 30 seconds, and you can easily one-shot guardians, even tankier ones, eles, thieves, mesmers, necro with this build. However, it comes at the price of being extremely fragile.
