I got the low-level version of the Mad Memoires last year, but I was curious if it’s possible to complete the rest of the quest-chain this year?

I’m afraid not; that entire quest chain did not return this year, so there’s no way to continue it.

Bah, that’s a bummer! I hope they consider bringing it back next year, or even just an NPC to upgrade the existing one if it’s incomplete. The one I’ve got just looks to lame in comparison
