Guild Wars 2

So I need 2 more of these for the PVP achievement. I’ve been told they drop in the Labyrinth, but have yet to see them.

So my question is, can I do the initial story quest on another character to get finishers or is it once per account?

Suggestion to ArenaNet, have a vendor sell them. I’d farm a ton of candies for a finisher or two.

I got some out of the champ bags when one of the 3 champion guys pops up.

You can have it from Legendary bosses in the Labyrinth.
