The number of achievements I see in my achi panel for Halloween doesn’t add up.

At the moment, I see 4 completed achievements, but my completion bar says I have completed 6.

On top of that, to get “A Sweet Friend” (unlocking the final 3 achievements) I need 13 completed, but I see only 8 available to me.

Can someone explain this to me, please? I realise it is likely that I am just reading my panel incorrectly or have missed something in the patch notes.

You get the rest through daily achievements. Look in your daily achievement panel as well and look for the ones with a different icon than the rest (that are halloween themed). Those count to the meta as well.
