You can also get fragments from jumping puzzles, which is how I usually get them. In that context, it makes sense that the Clocktower would give them out.
As for the Mask of the Night, I’m pretty sure it’s an armor skin, since the release page shows a character wearing it with Light Named armor, rather than town clothes.
