I saw that about 3 or 4 days ago as well. Took screenshots but always forgot creating a thread about it when I was home.
When I passed by again (I had zoned to another map and back) it was gone.

That’s weird, same thing for me locoman – I zoned back and it looks normal now.

I went there at night (local Lion’s Arch night) and it wasn’t doing anything. There might be more factors than time of day.
Looks to me like some of the scripted effects of the old holographic projector from Dragon Bash are still accidentally activating at times. You should open a ticket and let A-Net know about the glitch.
Well, it wouldn’t surprise me if it was part of Halloween as well though. There are many times that future update items are scripted into the game and randomly appear. I saw both holo Kiel and holo Evon on the projector before either of them had won. It is just a glitch.
That’s not hologram effects. Likely new. Either leak or glitch or intended preview.

I find it funnier that the lion statue has only been back a short while and it already seems to getting warped again.
