Finished the kite basket achievement, nothing. Traded in my considerable stockpile of materials and got 58 scraps. After southsun crates, i’d rather quit GW2 permanently then buy more RNG chests

They do drop from kills. I’ve gotten my only 2 that way. Seems to be pretty rare though.

I am just as annoyed. Dragon coffers would drop as crazy from the mobs. But the Kites are so rare. It seems like ANet is getting worse and worse about such a thing. In fact, I miss the ANet of GW, where you PAY for what you want, NO RNG.
Just kill some mobs out there. (chest drop = kite,rare,or exotic)
At least this fortune kite is a better RNG system than other RNG boxes. 100% you get fortune scraps (the number is random), if you are so unlucky, you need 150 fortune kite = 2400 gems (1 fortune kite = 1 fortune scraps) and you get the back piece (for helm its more than that); meanwhile the other RNG boxes, 2400 gems still not give you any skin.
If you want to compare, dont compare it with dragon coffers, but compare it with southsun crate.
Dragon coffers have abysmal drop for tickets. I had to open 3800 to get a single ticket. I prefer the new kite fortunes. You can easily get around 20-30 scraps per day by playing casually. Random mob drops them, wvw players and loot bags drop them, zephyr sanctum boxes drop them, kite baskets drop them. You can even buy those kite fortunes from the gemstore. And if you’re lucky, you can get the golden scrap which allows you to get the item you want immediately. Even if you don’t get the golden scrap , you still get the normal scraps which counts on your progress. How exactly is this worse than dragon coffers, which is entirely dependent on the mercy of RNG?
Surprisingly for me the best way to get them was in WvWvW. I played for about 2-3 hours last night and i ended up with exactly 80 fortune scraps. The heavy loot bags do indeed have a pretty good chance to contain a Kite Fortune.

You could buy the heavy loot bags from TP and 2nd prize of 50 bonus scraps are good too.
The main idea is exactly what Mileinnor.7125 said. This is far better system than what it was used at the Karka event or with the Dragon Coffers. You have a 100% chance to get a skin by simply killing a few mobs every day.
2 hours of exploration – 8 Kite fortunes – 78 scraps. There is chance for 50 scraps from single kite fortune
I admit getting the kite fortunes are kind of rare but i still feel it’s leaps more preferable than only hoping for a chance to get a ticket from dragon coffers previously. if you can’t seem to find any, farm gold… do the usual CoF farms or such, then convert to gems and buy the fortunes, which you will eother get lucky with a golden ticket or still progress with getting the scraps.
Melandru Temple + 130 MF = about 7 fortunes each time it’s up. MF does seem to help quite a bit.
With 200% MF and farming in a high density mob area, I can get about 10 kite fortunes an hour. Of course, I tend to have lousy luck, so you might be doing better than me.
i now have 120 fortune scraps. i farmed some events in low level areas (because i felt the drop chance for kites in Orr is not as good as it is in other zones). mostly farmed the Harpy event near the entrance of AC, because it starts every 5 minutes, and if there are many people, every wave contains 5-10 mobs. I get 1-4 kites/event, so thats pretty fine.
i think i will get my helmet during the weekend, event without farming all the time. Sometimes the mobs drop even 2 kites/wooden chest.
seeing as im gonna have some time for this on the weekend, id also like to ask for those farming for the kite fortunes:
1- do you use any MF?
2- Which level/area seems best?
3- what kind of mobs, if any, seem to have better chance…?

These are coded as rare drops so MF logically should increase the drop rate.
50 bought with 1000 gems, 0 gold fortunes, 2 drops of 50 scraps.
I’ve killed a lot of mobs, and looted a lot of kite baskets. So far, I’ve gotten 38 scraps. The drop rate is way lower than it was for Dragon Coffers, but at least I get scraps when I use a fortune.
Me and a few others in /map chat agreed that they drop more in Queensdale/Kryta maps. A good place to farm them are the harathi highlands modnir event chain (lots of mobs) or that ring of running centaur south of demongrub pits (lower south east corner of Queensdale), again lots of mobs. Really anywhere with a high concentration of mobs is a great place to farm them!

I wonder if anyone even uses the fortunes for the buffs? At the end of the day I had a stack of 30 some and just opened them all for the scraps. Then I logged off because I wasn’t in a place where the short term buffs would matter anyway.
