Guild Wars 2

Can some developer please explain to me 2 things when it comes to thsoe weapons?
1. Can I get ALL the new Weapon skins?
2. How can I do that because from what I saw ,everyday you get a new set of chest rewards , well in my case because of the fact that I have over 3000 achievment points.
