Why not make all limited time items available?

According to this, and it seems to be correct so far, that not all limited time items are coming back. Why? It’s not like it costs ANET to produce these items. I specifically need the Christmas minis and I’m sad to see it’s not in this sale. Why make the Halloween available and not the Christmas one?
Any chance you’re going to bring the Christmas minis this coming Wintersday?
