I have a jade dragon weapon ticket – I just haven’t chosen what to convert it into. The merchant is still there for my convenience.
The seasonal account bound currency-items are no longer available, but that doesn’t mean they’ve all been used up by those who do have them.

You can still buy dragon coffers on the TP – which still drop jade tickets. Wintersday items may be offered again in a few months, in fact any weapon set can come back, there’s no guarantee from Anet that they will never be offered again.
Also, the game is designed so that players can take a break from the game and come back any time – no sub fee and all that. With millions of accounts there are sure to be a few that get a weapon ticket through pure luck but only play occasionally. So the ticket vendor has to stay in the game in case they come looking to trade in the ticket.
I still have kite fortunes in my bag, because I don’t want to spam opening them. They give a PvE reward (beside the scrap(s)) and I like to make use of those. There might still be a golden ticket in there for me…
And I also still have a jade ticket, which (like Nike) I don’t know what to get with yet…
I like how they set up those traders, so people can take their time making a choice.
I have guildies who have wintersday and fusion tickets still sitting in their banks. Not sure why they haven’t made a decision as to what to get yet but they haven’t.
In one case one of them was saving it until his legendary was complete, with the news that there might be new legendaries he is holding on to it still.
The items are still offered despite the currencies being unobtainable to ensure that people who have the currency do not get screwed out of their items and end up with useless tickets / scraps / ect by the vendor being removed. Some people are indecisive about what to get, or maybe they left the game for a period of time after getting a ticket, or whatever. There are various reasons that people might not turn their tickets in immediately.
Its a contingency plan. They don’t want those claim tickets to become useless at any point.
I still have a claim ticket as well.. I am not sure what I want so just keeping it. They cannot just get rid of the vendor because I am sure there are quite a few just holding on to them.
I’d like to point out that keeping the merchant around is the right way to go about phasing out a currency. Lionguard Lynn was just one stupid mistake after another. To remind you and give you an idea how good you have it now:
while the recipe to get commendations was still functional, they disabled the vendor to redeem them without warning.
a month later, they open her back up, but missing the only item you would ever buy more than one of, giving everyone with mountains of commendations nothing to spend them on
a month later, they close the recipe and Lynn at the same time.
If you didn’t read the forums, you would of had no idea of any of this.
