The tonics are not soulbound, easy to understand why.
However here’s what is hard to understand… why are the mining picks, axes, etc soulbound from these chests? They should be account bound, I don’t need those for my level 80 I’d like to use them on my level 30 etc, just happened to open the chests on my level 80.
This doesn’t make any sense really.
