Bought the plush backpack but can t use it
Just curious, but what exactly would the difference be between the Quaggan backpack arriving ready to use as a low-level back item and applying the skin to a low-level back item? You mention you do not want to do the latter, but I fail to see the difference? It sounds like you’re arguing for two completely different things: 1) you want the backpack to be a level 24 or lower item, and 2) you don’t want the backpack to be anything lower than a level 80 item so you don’t have to re-transmute it later.
And I’m pretty sure if you double click on the initial item you got from the mail, you end up with both the skin and the low-level back item to use it on.

The low-level back item that comes with the quaggon backpack looks like a piece of salvage scrap, so yeah you can accidentally sell it (or maybe even salvage it) if you’re not careful.
If you have another back item (not backpack – it has nothing to do with your inventory backpack despite the name), you should be able to apply the quaggan skin to it. Your back item is on your Hero sheet in the grid with your rings, earrings, and amulet. Double-click the quaggan to get the transmute popup, then drag your back item into the window. You may have to unequip the back item to do this.
I believe the lowest level back item is 24. So if you sold the one that came with the quaggan backpack, then you won’t be able to use it until level 24. As you level up, you can transfer the skin to newer back items with transmutation stones.
You should get a low lvl back item with your personal story quest
Zerk is the average Joe build. Don’t pat yourself in the back too hard.
Yea they gave you a low level back item, but didn’t tell you about it, and didn’t put any sort of description on it to tell you what it is, so most people will see it and be like what the heck is this thing and vendor it, it looks like the normal leather salvage items we get all the time, and even has the same name, and it vendors for 1 copper, the only difference being it says Account bound on it and doesn’t say salvageable.
Try doing your personal story quest, or buy a level 35 “spineguard” off the tp, then level up.
The item they gave with the back pack does not sell as junk. You had to select it and then sell it. Only trophy items sell as junk… so you messed up and did more than just click sell junk.

I think this bears repeating, because after reading the thread, it isn’t exactly clear to me that you indeed double-clicked the item you received in the mail. Typically when people have issues with this item, the problem is that they don’t realize that the mailed item is a container and you have to double-click it first to get the actual backpack skin and the leather strap out of it. If you have indeed done this already, then disregard my post.
Of the 2 possibilities in mind, that you sold the strap or that you simply haven’t double-clicked the original item that was mailed to you, the latter seems far more likely. Especially since the strap wouldn’t be vendored via the sell junk button.
It looks like you’re still misunderstanding how it works. In the mail you would have received one item, but the thing is, that item is a container and when you double-click it, you will receive from it the skin, plus a leather strap back piece. This is because the skin is only that, a skin, not an actual back slot item itself. You are meant to use the skin on the strap to give you the quaggan backpack skin on that back item. For those that already have a back item, they would ignore the strap and use the skin on their existing back item.
Back, not bag. Do you understand now? You still haven’t made clear whether or not you ever double-clicked the original item you got in the mail. Please understand that I am simply trying to get all the details here, in case it is simply a misunderstanding and not a blindly-vendored item that is the problem.
Now imagine this: you drop your plush icon on that top left starter backpack and voila you have your skin applied…how much more user friendly and intuitive would it be instead of talking about Back and Backpacks and meaning the opposite.
In essence the Tooltip when mouseover the BL item should says instesad: “Customize your BACK item with this plush quaggan cover. (Requires level 35)” or simply enable the sking to be dropped on that starter backpack instead.

I don’t know why you keep talking about using it on your “starter backpack” though, because that is a bag. I understand that it could be worded more clearly and accurately, but I hope you can understand why I have tried to get clarification from you on some things – when you keep talking about bags, naturally I wonder if you really understand that it’s to be used on back slot items, not bags.
No, you’re not the only one who has posted on this item, however – to my knowledge – you’re the only one who has apparently vendored the strap.
Alright, I see why you’re confused. Yes, the tooltip is a bit misleading for less experienced players. It does mention “backpack”, as do several other back items (e.g. Guild Backpack), when your starter bag is also called “backpack”. This, unfortunately, is more an issue with the entire game and not just the Quaggan back transmute as the game is not very good at “branding” (as an example, you have the concepts of being “Downed” and “Defeated”, yet the tooltips for revive skills don’t make use of either term, creating ambiguity).
That said, it does look like you sold the back item that came with the cover. I do not understand why they chose to use the exact same name “Rawhide Leather Strap” for the included back item, when it is also the name of a salvage item (again, an issue with “branding”).
As for your question of how the back cover is implemented (i.e. why isn’t the plush already applied to the strap), think about it this way. If they gave us the Quaggan transmute as an item instead, those of us who have level 80 back items we want to use it on would have to waste an extra fine transmutation stone. And since some people have multiple sets in their bags, they can’t automatically apply it to an existing back item without some confusion as well. Giving the transmute as a transmute, and including a low-level back item to use it on, is probably the best possible implementation as it remains consistent with all other transmutes in the game. It allows people to use it on level 80 items without buying a fine transmutation stone, and it also allows low-level chars to use it immediately as well, if they so choose. However, they should definitely have named the strap differently, but alas, that’s another entire can of worms.

Furthermore, the graphic for the strap is identical to one of the mid-level salvage items. So it’s very easy to accidentally salvage it (I’m assuming it’s salvageable like other equipment – I didn’t try).

That would actually be very unusual. All other back slot items are unsalvagable.
