A debit card will work if its a card they accept, like a visa. It should work regardless of location unless your bank blocks transactions that may seem fraudulent.

Can your debit card be processed as a credit card? If so, then simply select the credit card option. That’s how I do mine, but I’m not from the Philippines.
Don’t look at me like that. Whatever you’ve heard, it’s probably not true.
If your debit card has a Visa, MasterCard, etc. logo on it, then you should be able to enter it as a credit card to make a purchase.

I wouldn’t recommend a debit card, credit cards are much safer to use.
This happened a few years ago to an MMO (I can’t remember which one). Their system charged each transaction 1000 times instead of 1. They canceled the charges but anyone who used a debit card ended up paying hundreds of dollars in fees from their bank. Credit card companies don’t care they just remove the charges and that is it.
I believe you can associate your debit card with PayPal. If you do so by buying gems via PayPal will withdrew money from your bank account (at least this is possible with Canadian banks)

But not everyone has a credit card.
And yes, you can add your debit card to a Paypal account and directly take money from your bank account whenever you buy gems that way.
My suggestion would be to take your shiny debit card to a game store, or any other store that sells game cards, and buy the ArenaNet Gem Cards.
They cost the same as if you bought them in game and are potentially a lot safer for you.
This method will also help control spending if you find yourself going into debt impulse buying gems simply because the game lets you (on a credit card specifically).
